CM Omar Abdullah Presents First Budget In 7 Years; Says J&K On 'The Path To Peace'

Jammu and Kashmir Chief Minister Omar Abdullah presented the 2025-26 budget for the Union Territory, tabling a total outlay of approximately ₹1.18 lakh crore in the Legislative Assembly. This marks the first full budget under his leadership since assuming office.

This ₹1.18 lakh crore budget, up from last year’s estimates, aims to address infrastructure deficits while capitalising on J&K’s natural and cultural assets. Abdullah’s vision positions tourism and peace as twin pillars for the region’s resurgence.

Speaking in the Assembly, Abdullah asserted that J&K was on a definitive “path to peace.” He linked this stability to the region’s growing appeal for tourists, citing record arrivals—2.12 crore in 2023 and 2.36 crore in 2024—as evidence of restored confidence.

The budget underscored this significant push towards boosting tourism, with an allocation of ₹390 crore—a sharp rise from last year’s ₹121 crore—highlighting the sector’s potential as a key driver of J&K’s economy.

A major focus of this allocation for tourism is the transformation of Gurez Valley into a premier tourist hub. Located near the Line of Control (LoC) in Bandipora district, Gurez has gained attention for its scenic beauty and untapped potential.

During his speech, Abdullah also emphasised initiatives like commercial rafting, launched in 2024, and said he planned to approach the Union Tourism Ministry for further support. The J&K government also aims to establish a Tourism Development Authority for Gurez, signaling a long-term vision to promote offbeat destinations and enhance infrastructure.

The budget also includes ₹815 crore for agriculture and promises like free ration, 200 units of free electricity, and enhanced pensions, reflecting a balanced approach to welfare and growth.
